Project Commercial Manager (Contracts Management)

Work location: Kuala Lumpur

Purpose of the job

Overall responsibility and accountability for the commercial contract management of various projects for BT. Represent BT on all commercial and contract management issues relative to each separate project or contract.

Key responsibilities

- Profitability –Ensure we manage our project contracts with maximum commercial effectiveness, mitigating risks, maximizing opportunities; and preparing and defending claims through dispute resolution forum as required with follow-through to receipt of payment or other resolution. Mange Document and Administration control oversight for each Project Core Team (PCT) function.
- Attend regular project team and contractor meetings in relation to commercial matters. Lead on behalf of the Project as delegated by the Project Manager. Provide direct council to each project Manager as necessary.
- Risk and Opportunity Management – Be fully accountable for this critical activity as it relates to contractual risks and opportunities. Ensure action plans are continually updated and potential bottom line impact of current R&O’s fully understood and visible at all times. Develop, support and measure Value Added Planning aimed at improving each of the Project’s Gross Margin. Develop same R&O management rigor in overall responsibilities. Changes managed and BT’s margin projected or enhanced.
- Responsible for ensuring that that proper commercial management systems are implemented, properly managed, and maintained in accordance with the company’s directives and procedures.
- Support Procurement function in relation to subcontractor contracts through provision of advice and support in negotiations or matters of escalation or claim. Coordinate directly with Procurement to ensure alignment of the project’s needs. Attend subcontractors reviews, progress claims and change control. Support where necessary for best commercial outcome for the company.
- Quality-Time-Cost (QTC) – Provide commercial management aimed at achieving a high degree of quality to the customer, on time, and within costs.
- Interactions – Build professional relationship within the Project Core Team (PCT), Contractor’s and Customer (and Client) executives with the objective of insuring the necessary understanding of our business objectives. Support with them the development of a win/win relationship and mutual cooperation. Along with the Project Manager, act as the primary interface for Customer related matters related to the contract, including correspondence and face-to-face meetings.
- Leadership – Create a challenging and motivating work environment by communicating and supporting Bombardier policies, Core Values, Code of Ethics and Corporate Identity. Be a supportive and integral part of the PCT.

Qualifications

Qualifications:

- Degree in law or business or contract management (eg. Quantity Surveying) with relevant experience.
- 4 to 7 years in contract management, ideally in a role as a Contracts Manager working in project management focused environment preferably in rail industry
- Prior experience working with rolling-stock contracts, including refurbishments is preferred.
- Track record in managing works within an engineer / manufacturing environment.

Technical skills required:

- Contract Management, Project Administration, Local Code/Law/Regulation, Project Risk, Change Management
- Strong proficiency in English and Bahasa Malaysia is required
- This job will impact the following areas of the business: Commercial, Project Management, Change Management and Risk & Opportunity Management
- High level problem solving skills required
- Ability to cut thorough large contracts and advise the PCT accordingly
- Costing variations that are favourable to BT
- Ability to communicate at many levels within a project organisation
- Working knowledge of planning & scheduling criteria and management skills.
- Ability to work in a team environment and interface.
- Ability to make decision and take ownership when necessary
- Skill on all systems used in Railway projects including Rolling stock. Capable of looking on global picture (integrated tests).
- Ability to cope with multiple project demands
- Proficient in Word, Excel and PowerPoint.
- Strong proficiency in English and Bahasa Malaysia is required
- Strong writing skills and good understanding of financial management at project level.
- Excellent interpersonal, communication and problem solving skills.
