Director, Global Mobility Governance

In this role, you will report to the Senior Director, Pension, Benefits and Global Mobility, and you will be responsible for the governance of Global Mobility across Bombardier. You will manage a team of professionals, each covering one area of the Global Mobility governance.

Having a globally mobile workforce is key to Bombardier’s business, both in the rail transportation division and in the aerospace business segments. Bombardier’s Global Mobility function is responsible for governing and operating a Global Mobility program for its employees on international assignment, as well as providing compliance services to the frequent business traveler population.

Bombardier’s Global Mobility function has three main components:

• A Global Mobility governance team, led by the Director, Global Mobility Governance, responsible for all governance aspects of Global Mobility across Bombardier;
• A team of Global Mobility Business Partners who are responsible for supporting business projects such as new country developments and business bids by developing the Global Mobility transfer framework to ensure that we meet immigration, tax and payroll requirements in a cost effective manner;
• A shared service organization (Mobility SSO) that handles individual employee transfers end-to-end, from a kick-off call with management, determination of transfer type, cost estimates, conditions letters, provider initiation and repatriation. The Mobility SSO also operates the regular global cycles.

As Director, Global Mobility Governance, you will lead the following activities:

• Ensure that we have Global Mobility policies and regulations that meet business objectives of a mobile workforce while being cost effective, and govern the processes related to Global Mobility;
• Ensure that the external and internal compliance requirements are met at the best possible cost;
• Ensure that Bombardier has an optimal setup of SSO mobility and external providers and exercise a governance of these providers;
• Keep abrast of developments in the aera of Global Mobility by participating in industry forums and provider seminars;
• Exercise a positive leadership of your team in order to have motivated team members that meet the function’s objectives;
• Ensure fluid communication with many functions across the organization such as Global Mobility Shared Service Organization, Corporate tax, Human Resources leaders, Finance and many more;
• Represent Global Mobility Governance vis-a-vis business and function leaders.


As our ideal candidate, you:

• Hold a Master Business Administration degree or a Master degree in Human Resources, Law, Social Sciences or International Relations;
• Have a minimum ten years of relevant global mobility experience with a global corporation;
• Have an excellent understanding of Global Mobility compliance areas such as:
o end-to-end international transfer process for employees across different regions of the world, typical components of global mobility policies, challenges and how to address them (for example, schooling, residence, spouse occupation, safety, cultural challenges, etc.)
o immigration principles: visas, work permits, permanent residency,
o employee tax including hypo-tax, shadow payroll and tax equalization and social security
o corporate tax including charge back principles and permanent establishment,
o cost calculations including tax costs, net-to-net; and
o pension, medical and dental plans for internationally mobile employees.
• Have proven team leadership and team management experience;
• Possess excellent leadership skills and ability to build and maintain strong relationships with key stakeholders;
• Are result oriented and show a great spirit of collaboration and flexibility vis a vis priority changes;
• Are organized and have excellent project management skills;
• Are able to adapt to a constantly changing environment;
• Are a team player and are able to face stress that comes from tight deadlines;
• Have excellent communication skills in English, both spoken and written. Communication skills in languages, and in particular in French or German, (intermediate or advanced) would be an asset.
