Based in Saint Bruno, Quebec, you will be responsible to lead, manage and coach a team of professionals Procurement Project Administrators to deliver from the project start-up (design activities) up to the delivery of good production products within the established scope, schedule, budget, and quality requirements. To achieve this, the Procurement Project Manager is responsible to develop and manage start-up project documents leads the Long lead time items schedule, the TRDs/SSRs documents issuance, the project kickoff with suppliers and coordinate required work with suppliers to meet design activities and delivery of products has per the project schedule harmonization requirements

In your role you will:

- Lead and motivate team of Project Administrators;
- Set performance & talent development using regular one to ones;
- Lead and conduct recurring Team Meetings ensuring cross fertilisation of ideas;
- Conduct timely and effective PMPs reviews;
- Perform competency and knowledge assessment, evaluate needs and deliver training;
- Support and coach team members to perform in their role (apply SM processes and tools, remove roadblocks, develop mitigation plan and etc.)
- Manage interfaces between Project, Engineering, Supply Management and other internal functions, to leverage the Bombardier Supply Management network (project administrators, commodity buyers and Global Supply Chain) and to optimize the supplies according to Project needs;
- Develop , issue and manage the start-up project documents;
- Take responsibility for ensuring that Project requirements related to material cost, warranty, inventory, packaging, contract deliverables, products delivery and performance are met;
- Lead and coordinate variation order requests including commercial and technical requirements;
- Oversee and / or leads project specific Terms and Conditions in accordance with Customer’s and BT’s requirements with legal support;
- Review and release the purchase orders issued by project administrators;
- Provide guidance when there are problems with Supplier performance/ dispute, by reviewing and approving mitigation plan;
- Establish business relationships with Supplier’s executives;
- Close project files with Suppliers;
- Evaluate and distribute workload to ensure delivery of work that will meet Project objectives;
- Maintain and develop processes and tools;
- Coordinate project activities with Project Managers (PM, site management team, Engineering Quality) and manage interfaces with other Procurement teams;
- Review, challenge and approve SM risks and opportunities with project administrators;
- Assess mitigation plan and provide direction of improve approach solutions;
- Coordinate all project change requests and assess cost impacts outcome;
- Participate into margin enhancement programs to create cost reduction initiatives;
- Coordinate Bill of Material assessments on a monthly basis to reflect current Bill of material status;
- Set and execute cost reduction opportunities.


As our ideal candidate:

- You hold an University degree or similar via work experience;
- You cumulate a minimum of 10 years of experience in Procurement and/or Project Management;
- Your background in rail business will be considered an asset;
- You possess knowledge of the global supply chain in a fast changing area;
- You have deep experience of procurement business processes and tools;
- You possess Strong communication and negotiation skills;
- You have outside of the box thinking to develop mitigation plans;
- You possess strong abilities to manage priorities;
- You have excellent written and spoken English communication;
- Your proficiency at writing and speaking French and Spanish will be considered an asset.
