Job Content Specifications
Purpose of the job
The Bid Director acts within the authority of the Value Chain Entity President to deliver an offer which meets the customer requirements whilst adhering to the guidelines of Bombardier Transportation. This role will initially lead the bid for a high value system integration project in Bangkok, Thailand. It is the expectation that once the bid is secured, the Bid Director will assume the role of Project Director for potential scope of works, should the business secure the project successfully.
Key responsibilities and challenges
1.Functional duties
•Oversee all aspects of bid preparation and submission related to technical, commercial, and financial proposals for rail signaling solutions and services;
•Manage cross-functional/divisional proposal and governance review to facilitate a winning bid;
•Lead negotiations with customer on commercial and technical aspects, with support from respective functions;
•Formulate internal benchmarks, goals and strategies for functions to create competitive, winning bids;
•Prepare mandate and action logs, track progress and align actions with data;
•Plan the negative Gate Reviews with counterparts in Division, Group and other Divisions/Product Families;
•Ensure gate Reviews are held on time, exceed the pass criteria as it is defined/applicable from year to year and ensure the Bids are submitted on time;
•Manage the negative Gate Review Process to assure compliance during the proposal phase;
•Manage tax and foreign exchange strategies to ensure financials are verified and that all costs reflect accurate and executable estimates;
•Build bid and proposal pricing, strategy, and verify proposal text per Bombardier’s interests and the customer’s requirements.
•You will formulate and review ITT and contract documents to ensure compliance of the As Sold with the As Approved mandates;
•Transfer to the Project Management department via formal project launch process upon successful award;
2.Leadership duties within the Project Core Team
The Project Director has the authority and the obligation to review the effort of the Project Core Team members and to give directives related to the project execution, as such will be involved in the PMP objective setting process for all Project Core Team members
It is also the mandate of the Project Director to define and secure the support of the business partners and extended project team
Responsible for management of all communication with the Customer
Lead the Project Core Team effort to meet periodic financial targets
The Project Director is responsible for adapting his/her leadership and motivational skills to the project, the team or individual's capabilities and knowledge, the time and tools available and the results desired. (S)he will develop “must do” strategies to increase team effectiveness and the belief that "none of us is as good as all of us.", in order to help the team go through the distinct stages of ‘forming, storming, norming and performing’.
3.Specific responsibilities to other Project Core Team roles
It is also the mandate of the Project Director to adapt the allocation of work packages between the roles and the day-to-day delegation of special tasks to the Project Core Team members in order to optimize the total project
The Project Manager has a specific communication responsibility to the Project Managers of Sub-Divisions.
Job Requirements
Qualifications & Functional Knowledge
Education
•Extensive industry experience, particularly within a System Integrator or consortium level project delivery setup.
•Leadership experience
•Preference for an existing Project Director caliber candidate.
•Cross-functional experience either in Bids, Sales, Contracts & Legal, Procurement, Engineering or Operations
•Proven leadership performance (i.e. PMP, 360° feedback)
•International working experience
•Preferably will have worked on multiple high valued multi-systemed railway projects.
Relevant experience required
•Knowledgeable about E&M system integration, rolling stock, signalling, telecommunications, platform screen doors, automatic fare collection and electrification.
•Sound understanding of theories and practices in multiple related subject areas.
•In-depth knowledge of how own function integrates within the organization, and of direct competitors (products/services).
