PURPOSE OF THE ROLE

The Bid Manager will be accountable for all aspects of rolling stock maintenance bids . They will receive customer inputs and requirements and will then work with relevant internal functions to develop a winning bid strategy, including definition of target prices and costs. They will draw together the right people from the organization to form a task-orientated bid team, leading and motivating the team to deliver a quality bid submission.

The Bid Manager guides the bid team in the continual improvement of our bid offerings, whilst always bearing in mind the ability to execute the project once the bid is won, optimizing competitiveness whilst minimizing risks. You will lead the bid team in the successful completion of their assigned tasks within the bid schedule, allocated budgets and scope, taking into account the overall bid strategy (including areas outside your own Business Unit) and the overall impact on Bombardier.

Key responsibilities

1. Bid team duties:

· Contributes to the pre-bid governance reviews delegating work streams and ensuring that the required outputs are delivered to a high standard against the appropriate deadlines

· Team Management: structure and organize the task-oriented bid team and run the kick-off meetings to ensure the bid strategy is understood by all stakeholders, including Senior Management. Manages the bid schedule, budget and progress including regular reporting to management and overseeing the production of cost benchmarks and cost optimization phases.

· Ensures that adequate cross-function and cross-value chain entity interfaces are working, efficiently using the leverage of the task-oriented bid team structure. Ensure the team is resourced appropriately and with the correct skills to deliver the bid plan

· Manage the team to develop a common agreed response to issues and, in case of disagreement, pro-actively escalate issues in a timely manner the bid management / value chain entity president(s).

· Ensures bid cost optimization is validated.

· Responsible for transferring all bid materials (including but not limited to the as-sold governance documentation and project handover checklist) and bid phase knowledge to the project execution team, bringing the execution team up to speed on the project and ensuring adequate support from the bid team for the execution team during the execution phase launch process.

2. Ability to lead the bid team:

· Responsible for adequate communication with the other sub-teams and commercial / internal partners.

· Ability to work through problems and find solutions within the team where possible to ensure commitments and timescales are met

· Develop contacts and relationships within the internal organization to facilitate on-time delivery and optimized quality of all deliverables of the task team.

3. Bid financial management

· Development of target pricing, and derivation of associated functional cost targets

· Collation of bid cost inputs into the Excel-based Maintenance Cost Model, adhering to corporate bid finance policies

· Population of customer pricing proformas

4. Proposal Documentation

· In collaboration with the Proposals Manager, responsible for ensuring that all customer-facing proposal documentation is compiled on time and to right quality.

· Depending upon the requirements of the bid, responsibilities may include writing selected proposal documents and the review, checking and approval of documents written by other members of the team to ensure that they consistently reflect the agreed bid strategy and approach.

5. Preparation of Governance Documentation:

· Responsible for the preparation of governance documentation, with optimal quality and in a timely manner. To achieve this, the Bid Manager:

(a) ensures that the different functions have completed preparation and submission of their input, are committed to this input and have obtained the necessary functional approval

(b) challenges the inputs, assumptions and accuracy of all functions where necessary to ensure the bid is reflects the agreed competitive aspirations of the business.

· Submits governance documentation for approval, attends all review meetings and ensures that bid governance rules are respected. The bid manager ensures that all changes during the negotiation phase are accurately documented and communicated to the team until best and final offer is provided to the customer.

6. Customer Engagement:

· Contributes to development and delivery of bid specific customer presentations.

· Actively involved in customer negotiations for the maintenance bid.

Qualifications

Your EXPERIENCE AND Qualifications

·Typically 5-6 years of experience
·2 years of team management is desirable
·Working experience in one or more of: Project Management, Bids, Bid Controlling, Project Engineering or Operations
·Experience in cross-functional working
·Able to deliver bids to quality, time and cost factors in a highly pressurized environment
·The ability to develop a good technical understanding of complex technical systems and products
·Good knowledge of financial processes in long term projects.
·Advanced Excel knowledge and MS Project required
