About the Role:

QHSE Coordinator will be responsible for the effective implementation, maintenance and administration of the Bombardier Quality Management System and the Bombardier Safety Management & Environmental IMS for the Melbourne LRV Maintenance project and adhere to the Bombardier Quality policy and maintain certification to ISO9001; and adhere to the Safety Management System in line with Bombardier HSE Policy, be compliant with Australian legislation and maintain certification to AS/NZS4801

Your responsibilities will include:

Quality & Training Management

- Effectively implement and administer Bombardier quality policies and procedures.
- Support and provide advice to the Maintenance & Operations Manager and project personnel in their day to day activities with regards to quality.
- Assist in the upkeep and ongoing development of key business systems used in the service department.
- Work with the Quality department in maintaining accreditation under ISO 9001.
- Liaise with internal and external quality representatives.
- Support the team with key supplier quality matters.
- Ensure that all personnel are aware of the quality requirements
- Ensure full compliance of the Training and Competency Assessment Plan.
- Maintain and manage the internal quality audit schedule in MKInsight.
- Conduct internal quality and supplier audits.
- Assist with supplier approval, monitor supplier performance and assist in supplier quality development.
- Facilitate product audits.
- Prepare reports on quality performance and improvement programs.
- Carry out technical and statistical investigations about quality improvement, audits, non-conformance reports and customer complaints.
- Identify and record quality issues raised and initiate action to prevent recurrence.
- Manage the Quality Alert process.
- Raise and manage recommendations from audits, incidents and improvement observations in MKInsight.
- Lead and assist in continuous improvement activities.
- Assist in management of Warranty Claim processes and Non Conformance Costs.
- Raise Corrective, Preventative Actions (CPA) in accordance with company procedures in response to repeat non-conformance and non- compliance.
- Monitor the calibration process in Maximo and ensure that inspection, test and measuring equipment is identified, registered and calibrated in accordance with company requirements.
- Manage the quality and reliability component of the visual boards for the project.
- Ensure internal and external documentation is quality controlled.
- Manage the retention of all documentation related to project delivery
- Administer the approval and distribution process of controlled documents
- Occupational, Health, Safety & Environmental Management
- Effectively implement and administer the Bombardier Safety policy and procedures.
- Be conversant with the requirements of AS/NZS4801, AS4292 and the State WHS Act and Regulations.
- Liaise with depot maintenance personnel on matters relating to site safety and safe maintenance activity.
- Ensure that all personnel are aware of the OHS system requirements and provide training activities as required.
- Liaise with external service providers and program safety training.
- Collate the first aid, accident and incident statistics and prepare monthly safety reports in GRACIS for Events, Audits & Safety campaigns.
- Table and graph OHS statistics for visualization and manage the OHS visual boards at all sites.
- Manage the incident/accident reports in GRACIS and the incident register.
- Work with the Safety Committees and have regular recorded meetings.
- Assist with the elections and training of HSE representatives.
- Prepare and minute monthly toolbox discussion papers.
- Manage the site safety inspections / walks.
- Assist work teams with the development of JHAs and Risk Assessment’s both on and off the job
- Develop, review safety procedures and Harmonise with Work Instructions and Manuals.
- Identify hazards and develop action plans to remove or minimise in line with the hierarchy of control.
- Manage the key business systems and registers used for the management of OHS.
- Manage the Safety Critical procedures training and training matrix.

Qualifications

Key Requirements:

- Formal training in OH&S Management & Quality Management Systems or willingness to undertake formal training.
- Certification in conducting internal Quality and OH&S Management System audits
- Certificate IV Workplace Training and Assessment
- Relevant experience in a Rolling Stock Fleet Operational environment.
- A good understanding of contractual requirements
- Able to use IT systems i.e. Maximo for data recording and management.
- Ability to implement change and lead quality initiatives.
- Understanding of requirements of Rail Safety
- Understanding and experience in performing risk and cost benefit analysis
