What are your contributions to the team?

As Bombardier’s Manager, State Government Affairs, you will shape and execute the company’s legislative and regulatory strategy across key U.S. states. Working from our Washington, DC office, you will cultivate relationships with state legislators, aviation-agency officials, and airport authorities to lobby for Bombardier’s interests in business aviation, aerospace manufacturing, infrastructure investment, and sustainability.

Key Responsibilities

  1. Strategic Advocacy
    • Develop and implement a multi-year state legislative plan aligned with Bombardier’s U.S. growth, product roadmap, and sustainability goals.
    • Draft bill language, comment letters, and testimony; brief executives ahead of hearings and statehouse meetings.
    • Identify and secure state-level incentives or funding for manufacturing, MRO expansion, R&D, and sustainable aviation initiatives.

  2. Relationship Management
    • Build and maintain a robust network of elected officials, state transportation and aviation leaders, airport commissions, and industry coalitions.
    • Direct and coordinate outside consultants/lobbyists in priority states, ensuring consistent messaging with Bombardier’s advocacy.
    • Represent Bombardier in state aviation associations and economic-development forums.

  3. Monitoring & Compliance
    • Track, analyze, and report on state bills, budgets, and regulations affecting business aviation, tax policies, SAF (sustainable aviation fuel) infrastructure, workforce development, and airport operations.
    • Ensure full compliance with state lobbying, gift, and campaign-finance laws; manage registrations and timely filing
    • Produce regular briefings and dashboards for senior leadership, Legal, and Communications teams.

How to thrive in this role?

  • You hold a Bachelor’s degree in public policy, political science, business, aviation management, or a related field.
  • You have an advanced degree (MBA, MPA, JD) or technical background in aviation/aerospace.
  • You have a minimum  of ten (10) years of progressively responsible experience in state government affairs, legislative counsel, or public-policy roles—preferably within aerospace, transportation, or other highly regulated industries.
  • You have a proven track record of securing legislative wins or protecting corporate interests in multiple U.S. states.
  • You have deep understanding of state legislative and budget processes, committee structures, and campaign-finance regulations.
  • You have familiarity with sustainable aviation policies, economic-development incentives, and airport-infrastructure funding mechanisms.
  • You have established relationships with key state aviation departments and transportation committees.
  • You have experience supervising external lobbyists and managing cross-functional issue teams.
  • You have exceptional written and verbal communication, coalition-building, and negotiation skills.

    Additional Information

    • Travel: Up to 30 percent domestic travel, including occasional evenings/weekends during legislative sessions and industry events.
    • Work Authorization: Must be a U.S. citizen, lawful permanent resident, or otherwise authorized to work in the United States in compliance with export-control regulations.
