We are looking for a Flagman for our San Diego, CA area facility.

Position Summary

To provide Roadway Worker Protection for Prime Contractor and Sub-Tier Contractors when work requires employees to foul or have the potential to foul tracks and property as required by rule.

A Flagman will alert Prime Contractor and Sub-Tier Contractors of approaching trains and when necessary restrict entrance to a portion of track or will notify trains to stop short of On-Track Equipment; admits trains through a work area; or warns pedestrians and highway traffic of approaching rail equipment.

In addition when conditions require provide protection of territory when track is impassable.

Where personnel or equipment has the potential to foul the track, and train approach warning is not appropriate, a Bombardier Transportation MOW qualified flagman will be assigned. Working Limits will be obtained through the flagman. When a work group has a form of working limits or on track protection in place, train crews are aware of the work group's location. The train crew needs to contact the on-track safety employee-in-charge (EIC or Flagman) and receive permission to pass through the section of track covered by the working limits.

The Flagman Duties:

- identifies himself/herself, by name, as the employee-in-charge of on-track safety for the group;
- obtains track authority* or provides protection and advises the work group of same;
- establishes the warning method used to notify personnel of the need to clear for trains/on-track equipment
- notifies personnel when to occupy, clear and re-occupy the track and adjacent work area; and,

- conducts job safety briefings to cover the aforementioned information;
- method of on-track safety*
- limits of authority (time duration, milepost-milepost)
- tracks that may be fouled
- control of movements on adjacent tracks
- procedure for on-track safety on adjacent tracks
- means of providing a warning to clear the track and adjacent work area
- identification of the place(s) of safety;
- designated work zones around machines
- distances to be maintained between machines when working and traveling
- when flagging duties are not required, flagmen may be assigned to perform duties as a MOW Track Technician.
- Carrying equipment is part of the job duty and provided for safe completion of the job.

Qualifications

Qualifications

- Required to have and maintain a satisfactory driving record
- Qualified on Physical Characteristics of the San Diego Subdivision
- Ability to effectively follow instructions deal effectively with contractors
- Knowledge of construction including material, methods, plans and specifications associated safety requirements.
- Able and willing to work day or night shifts and/or flexible schedules including weekends as required.
- Must be proficient in speaking, reading and writing in the English language.

This position is considered a "regulated service" position by the Federal Railway Administration (FRA) and subject to alcohol and drug testing under Federal regulations. Current Federal regulations prohibited the following controlled substances: marijuana, narcotics (such as heroin and codeine), stimulants (such as cocaine and amphetamines), depressants (such as barbiturates and minor tranquilizers), and hallucinogens (such as the drugs known as PCP and LSD). Controlled substances include illicit drugs (Schedule I), drugs that are required to be distributed only by a medical practitioner's prescription or other authorization (Schedules II through IV, and some drugs on Schedule V), and certain preparations for which distribution is through documented over the counter sales (Schedule V only).
